For Mukhyamantri Krishak Fasal Uparjan Sahayata Yojana, govt. has allocated Rs. 2,000 crore in the MP state budget 2021-22. In this scheme, the state govt. will provide financial assistance to state procurement agencies such as Food and Civil Supplies Corporation and Markfed. Cabinet Approval for MP CM Krishak Uparjan Sahayta Yojna

MP Mukhyamantri Krishak Uparjan Sahayta Yojna, a scheme aimed at providing budgetary allocation to enable government agencies such as the Food and Civil Supplies Corporation and  Markfed to tide over operational losses incurred during grain procurement from farmers, received approval from the Madhya Pradesh government in a Cabinet meeting on 4 January 2022. The announcement arrives at a time when the MP government has lost approximately Rs 6,000 crore in grain procurement operations, with another Rs 12,000 crore in unpaid accounts of grains bought by the Centre.

The Department of Food Civil Supplies and Consumer Protection, as well as MP Markfed, acquires grain for the MP government. After the stock is lifted, it gets compensation from the Centre for grain procured. These agencies, in turn, borrow loans to pay farmers within 10 days while waiting for their outstanding debts with the government to be paid. “This policy was put in place to get entities like MP Markfed out of the vicious loop of paying high interest on loans taken to assure procurement and prompt payment to farmers,” said state Agricultural Minister Kamal Patel. “If the current system continues without change, these departments, which are buried in debt, will be unable to conduct procurement.”

He further stated that the state government acquired over 1 lakh metric tons of several crops and pulses such as moong, against the Centre’s specified procurement limit of 95,000 metric tons. Farmers will receive a fair market price as a result of the action. The state government, on the other hand, financed the additional procurement through loans. However, the state government is only reimbursed once the stock is removed from the godown.

According to a senior state official, the operation and other procurement costs are totally paid by government agencies in situations when supplies are not taken, declined, or rejected. The MP government had a debt of Rs 2.5 lakh crore in loans till March 2021, which was more than its budget of Rs 2.41 lakh crore. The government now pays Rs 20,942 crore in interest each year.

Kamal Patel informed that the government has increased the budget provision made for the year 2021-22 by Rs 4561.39 crore from the previous year. A total budget of Rs 15,191,05,00,000 has been passed for farmers’ welfare and agricultural development in the agriculture budget, under which Rs.14,940,78,64,000 for farmers’ welfare and agricultural development and Rs.14,940,78,64,000 for agricultural research and education. Rs.164,42,21,000 has been provisioned for this.

Benefit of insurance scheme to farmers of forest village

Minister Patel told that the government will benefit from the benefits to all the farmers of MP. There will be no discrimination in this. He said that till now the farmers of forest villages were not getting the benefit of the insurance scheme. The government is ensuring that the farmers of forest villages are also provided the benefit of the insurance scheme. The government opened nationalized banks even during the days of government holidays to provide the benefits of the Prime Minister’s Crop Insurance Scheme to the farmers.

He said that more and more farmers should be benefited from the insurance scheme, for this, the portal was opened by making efforts at the central level and the farmers were insured and the insurance amount of Rs 8,891 crore was transferred to the accounts of 43 lakh farmers.

He said that the farmers had to pay double the amount in the mandis. We decided on the request of MLAs and farmers that if the hands of the weighbridges are not found in the mandis, then the payment will not be made to the weighbridges. Due to this, farmers got benefit of Rs 200 crore. The government (MP Government) procured one crore 29 low metric tonnes of wheat even after the Corona crisis and transferred an amount of 25 thousand crores to the farmers’ account. Farmer Friendly Government provided relief amount of Rs 4500 crore to farmers under RB 6(4) in case of damage to soybean crops.
